The scope of social policy today is extensive. With the changing global scenario, there is a rediscovery of “social” in it. Indubitably, there is a gender perspective on social policy globally. The world Economic Forum states that there are only six countries in the world (Belgium, Denmark, France, Latvia, Luxembourg and Sweden) where women have equal work rights to men. It is noted that the situation in different countries varies when it comes to the working benefits of different genders whether (...) for native or expatriate workers in those places. Though there are rooms to enjoy attractive income and favourable working conditions such as job security, generous retirement plan, and other welfare benefits, there are still various factors that might lead to gender-based differences or gender discrimination in the unique labour market context of the GCC countries. The scenario is distinct in many Scandinavian nations like Sweden. Those countries are often considered the role model for gender equal work allowances. When it comes to India there is still disparity and difference in many areas despite the social security system the country offers in its policies. This paper aims at a descriptive and qualitative study on the causes, consequences and conclusion of the gender disparity in employee allowances in these nations. The study would imply a simple random method of interrogation to examine gender differences empirically within the labour market of the mentioned nations. Over the years, the urban heat vulnerability has evolved as a pressing global concern for researchers and policymakers alike. Numerous studies have aimed at mitigating the adverse effects of urban heat vulnerability on public health and safety. However, the critical task of selecting the most fitting indicator for urban heat islands in public spaces is not emphasized in the existing studies, considering the diverse indices available. Beyond identification, studies that delve into the prioritization of these indices and the determination of (...) optimal variables along with their respective weights are scanty. The present study attempts to address these gaps in urban heat vulnerability research through the lens of natural solutions. The study employs a fuzzy analytical hierarchy approach to ascertain the weights of selected criteria, providing a nuanced understanding of the multifaceted factors influencing their applicability. Real-time impact estimation using the fuzzy technique for order of preference by similarity to ideal solutions enhances the practicality of the findings. The results reveal a set of pivotal characteristics crucial for constructing a robust heat vulnerability index, facilitating the prioritization of selected criteria. The implementation of this hybrid methodology culminates in a streamlined, precise, and practical tool for evaluating heat vulnerability in hot urban public spaces. These findings contribute valuable insights to the academic discourse and offer a tangible resource for policymakers and practitioners. Background As noise brings great error in the analysis of metallographic images, an adaptive weighted mean filtering method proposed to overcome the shortcomings of the standard mean filtering method. Methods The method used to detect the pulse noise points in the image, and then the modified mean method used to filter out the detected noise points. Patents on metallographic image processing have discussed for the development of the proposed methodology. Results It is shown that filter window can be filtered in (...) comparison with the conventional 3×3, 5×5 and 7×7 filt window to reduce noise detection and reduce the complexity of the weight calculation. Conclusion It can be concluded that this method can better protect the details of the image, has better filtering effect than the standard mean filtering, and its processing speed is faster than the median filtering of the large window, which has profound significance for the edge detection and processing of the metallographic image. This paper presents a method for the study of the influence of stability of a power transformer on the power system based on the vibration principle. Traditionally, the EMD and EEMD algorithms are employed to test the box vibration signal data of the power transformer under three working conditions. The proposed method utilizes a partial EMD screening along with MPEEMD method for the online monitoring of power transformer. A complete online monitoring system is designed by using the STM32 processor and (...) LabVIEW system. The proposed system is compared with EMD and EEMD algorithms in terms of the number of IMFs obtained by decomposition, maximum correlation coefficient, and mean square error. The inherent mode correlation, when compared with the mean square error of the reconstructed signal, shows that the reconstruction error of MPEEMD algorithm is 4.762×10−15 which is better than the traditional EMD algorithm. It is observed from the results that the proposed method outperforms both EMD and EEMD algorithms. (shrink)

To study the development trend of embedded platforms in home appliances Internet of Things, an application of embedded Linux in the design of IoT gateway is designed. ARM microprocessor S3C2410, EM310 radio frequency module, and Ethernet DM9000A module are used to realize the home network information-processing platform. The platform utilizes existing network facilities, RF modules, and network interface modules to realize the interconnection of the home perception network through wireless or wired links. For experimental analysis, Ping the central server from (...) the IoT node B is set to twice: The first time ttl = 255 time = 1.9 ms, the second time: ttl = 255 time = 2.4 ms. After application verification, the system has the characteristics of low cost, small size, low power consumption, and vital ease of use. It can not only integrate the home Internet and the IoT gateway but also directly run application-layer communication protocols such as HTTP/mqtt between IoT nodes and Internet terminals. The design supports multi-hop communication and significantly increases the deployment range of IoT nodes without signal relay equipment, hence reducing the cost of IoT networking and the complexity of the network architecture. Vulval development in the Caenorhabditis elegans hermaphrodite represents a simple, genetically tractable system for studying how cell signaling events control cell fata decisions. Current models suggest that proper specification of vulval cell fates relies on the integration of multiple signaling systems, including one that involves a receptor tyrosine kinase (RTK)→Ras→mitogen activated protein kinase (MAPK) cascade and one that involves a LIN‐12/Notch family receptor. In this review, we first discuss how genetic strategies are being used to identify and analyze components that (...) control vulval cell fate decisions. We then describe the different signaling systems that have been elucidated and how they relate to one another. Finally, we highlight several recently characterized genes that encode positive regulators, negative regulators or potential targets of the RTK→Ras→MAPK cascade involved in vulval induction. This article calls for an end to the use of the term ‘invasive species’, both in the scientific and public discourse on wildlife conservation. There are two broad reasons for this: the first problem with the invasive species narrative is that this demonisation of ‘invasives’ is morally wrong, particularly because it usually results in the unjust killing of the animals in question. Following on from this, the second problem is that the narrative is also incoherent, both from scientific and philosophical (...) perspectives. At the heart of both of these issues is the problem that the invasive species narrative oversimplifies what are in fact very complex biological processes. As a result, the policies carried out with the stated aim of ‘controlling’ these animals are often unethical. In light of the current global species decline, this article asserts that the way we think and talk about these animals should be changed and the term ‘invasive species’ should be discontinued, in the hope that this leads to changes in practice. Literary trauma theory has traditionally been a humanist concern, and the concept of witnessing, so central to the theorization of trauma, has focused on human experience and relationships. This article stages an interdisciplinary intervention by conceptualizing trans-“species” trauma testimony as a literary encounter involving a double-layered witnessing; the human artist witnessing nonhuman animals’ witnessing to the failings and crises brought about by human society. Focusing on a selection of contemporary Australian poems, a view emerges of poetic witnessing and testimony that (...) exceeds and complicates the sub-genre lenses of old such as “nature poetry,” “ecopoetry,” and “protest poetry.” I propose a new conceptual category that testifies to traumatic structures and consequences of human practices. I explore how this testimony proceeds through a two-way channel of witnessing in which nonhuman animals are active witnessing agents and not merely witnessed by humans. I concentrate on witnessing as primarily experiential, as a corporal, affective operation in which the senses figure centrally. I argue that when poets witness nonhuman animal experience in poetry, testimony advances as an ethical engagement in an act of solidarity and advocacy. Poetry offers productive potential in this respect due to its affinity for engagement with the senses, its capacity to communicate heightened affect, and its scope for expression, articulation, and evocations of meaning outside of conventional sense-making and the limits of rational understanding. Indian intellectuals influenced by postmoderism such as Ashis Nandy and Vandana Shiva, put local folk beliefs on a par with science. Hindu nationalists, especially members of the Vishwa Hindu Parishad, following the lead of the historical figure Swami Vivekananda and the contemporary Subhash Kak, have developed what they call “Vedic Science”, including Vedic astrology and Vedic creationism. In this paper I address the vexed question of the relationship between secular states and religious education.

The female East–West encounter often pivoted upon the motherhood role played by the representatives of the empire. This article aims to explore the complexities of the construction and enactment of this role. The analysis focuses on a cameo of triangular interpersonal relationships formed by Pandita Ramabai, an Indian Brahmin scholar who converted to Christianity in 1883 during her stay in England for higher studies, her little daughter Manorama who was baptized at the same time and Ramabai's spiritual mother, the Anglican (...) Sister Geraldine who was deeply and possessively attached to Manorama. After situating motherhood in its international discursive context, the article examines the two tension-filled sets of motherhood and daughterhood inherent in this triad, with the help of Ramabai's published letters and correspondence which were compiled and edited by Geraldine (who made Ramabai's maternal inadequacies her dominant subtext) and of Manorama's unpublished letters to Geraldine, her ‘grandmother’. The article argues that a British missionary nun's successful exercise of the motherhood role which she spontaneously assumed towards an Indian convert was contingent upon the convert's adherence to the racially and culturally inferior stereotype and unquestioning submission to the new faith as well as to colonial authority. Such conformity and acceptance alone allowed deep ‘maternal’ bonding (overlooking racial differences) which was too fragile to withstand any contestation or exercise of agency by the convert. The overarching patriarchal ethos of the Church, internalized by the missionary nun, was also a significant determinant of her treatment of the women converts in various ways. (shrink)

Working within a framework of environmental philosophy and environmental ethics, this book describes and postulates alternative understandings of nature in Indian traditions of thought, particularly philosophy. The interest in alternative conceptualizations of nature has gained significance after many thinkers pointed out that attitudes to the environment are determined to a large extent by our presuppositions of nature. This book is particularly timely from that perspective. It begins with a brief description of the concept of nature and a history of the (...) idea of nature in Western thought. This provides readers with a context to the issues around the concept of nature in environmental philosophy, setting a foundation for further discussion about alternate conceptualizations of nature and their significance. Two notions of reconciliation exist. The weak or thin conception is akin to ‘resignation’. It is sought by groups that have waged war against one another but have come to the realization that neither can win. Reconciliation in this sense results from an enforced lowering of expectations. In the stronger sense, reconciliation means a virtual cancellation of enmity or estrangement via a morally grounded forgiveness, achievable only when conflicting groups acknowledge collective responsibility for past injustice, and shed their deep prejudices (...) by a profound and painful transformation in their identities. It is because this process is not possible without a somewhat brutal confrontation with oneself and a painful recognition of one’s own moral degradation that reconciliation is difficult to achieve. The Unified Medical Language System and the Gene Ontology are among the most widely used terminology resources in the biomedical domain. However, when we evaluate them in the light of simple principles for wellconstructed ontologies we find a number of characteristic inadequacies. Employing the theory of granular partitions, a new approach to the understanding of ontologies and of the relationships ontologies bear to instances in reality, we provide an application of this theory in relation to an example drawn from the (...) context of the pathophysiology of hypertension. This exercise is designed to demonstrate how, by taking ontological principles into account we can create more realistic biomedical ontologies which will also bring advantages in terms of efficiency and robustness of associated software applications. Anti-caste movements in India have a long history. Cultural heritage became and remains a site of political contestation by excluded communities searching for identity and equality, and gender remains at the core of their engagements. The meanings underlying the more homogenous term of ‘Dalit’ used today are part of a historical process of self-definition. Moreover, diverse Dalit countercultures suggest varied social domains in which Dalit communities are located. South Asian historiographies have been critiqued as denying histories and historical agency to (...) Dalits. Yet Dalit studies have developed epistemologies, bringing articulations and ideas from the margins to the centre of writings on history, leading to debates around caste that have transformed notions of politics. This paper draws from one such trajectory through a nonlinear narrative, juxtaposing the intergenerational contexts of engagements: my mother Dakshayani's political and life experiences, as narrated in her autobiography (1912–1978), and my own experience in the Dalit women's and other movements in the 1980s and 1990s. While my experience saw the onset of liberalisation and the emergence and growth of ‘new social movements’, the context of Dakshayani's narrations is the Pulaya (agrestic slave caste) community in the early 1900s in Cochin, a community in the process of transforming itself. Both narratives highlight how radical traditions within the Dalit women's movement over time have consciously and critically addressed anti-caste movements, social reform, the state, peoples’ movements and the nation within a conceptual framework of equality, liberty and non-discrimination. This book puts together the most important contemporary writings in the debate on secularism. It deals with conceptual, normative and explanatory issues in secularism and addresses urgent questions, including the relevance of secularism to non-Western societies and the question of minority rights.

A complex process of place-making by Vedic and Purāṇic primary narratives and localized oral secondary narratives shows how nature in India is perceived from a deeply humanized worldview. Some form of cosmic descent from other place-worlds or lokas are used to account for the sacredness of a landscape in the primary narrative called stala purāṇa, while secondary narratives, called stala māhāṭmya, recount the human experience of the sacred. I suggest that sacred geography is not geography of “terrestrial” but of implaced (...) otherworldly materials––rivers, mountains or forests. An ecological ethics based on sacred geography must therefore take into account the sacred aspects of such narratives and encourage normative values that could apply to both the sacred and the ecological for such places. Most philosophical engagements with science have been focused on the methods of science, epistemological concerns, nature of scientific methods or natural laws. New disciplines such as Science Studies and History of science have emerged from these inquiries and address any concerns on the relationship of science to society and knowledge. In this essay, the attempt is to clarify how scientific thought is not excluded from the moral domain. While a scientific fact itself cannot be subjected to moral or aesthetic judgement, (...) since it is only, the aims and objects of scientific research can be a concern for philosophical ethics. Particularly the development of applied sciences that are focused on the exploitation of the natural world and unsustainable practices must become not only subject to moral supervision but also must be answerable to society and humanitarian interests. How does one teach dissent in a classroom which is a disciplinary space? As a pedagogue whose work is to instil philosophical and critical thinking in students, in this article I reflect on the modalities of teaching dissent versus teaching about dissent. While it is very possible that teaching about dissent may create a model for students to emulate, teaching dissent must involve a proactive learning process within the classroom that may depend on the ethical and compassionate stand of the (...) teacher. I draw from Indian philosophical traditions of argumentation and the tradition of debate and teaching to posit a methodology of two forms of dissent called Vimati, intellectual dissent and Upeksha, performative dissent. One notes that conceptualisations such as doubt, questioning, evidence, and advocacy are some of the epistemic ideas from Indian philosophical systems that can be adapted to contemporary pedagogy. Additionally, a form of performative dissent that involves ‘turning away’ from norms becomes a form of performative dissent. Such dissent is described through texts as practices in the lived worlds of people in the stories of epics and folk traditions. Finally, I conclude with similar concepts gleaned from contemporary thinkers in India to emphasise the ethical values of compassion and love that make teaching dissent possible. (shrink)

India is one of the most culturally, philosophically and religiously diverse countries in the world. The roots, not only of these diversities but also of morally appropriate responses to them, i.e. to pluralism, go very deep. This presentation substantiates this claim by looking at the relevant edicts of Emperor Asoka who reigned in India in the 3rd century BCE. Asoka not only advises people with deeply divergent worldviews to live together face to face but also suggests what the basis for (...) this coexistence could be. He claims that resources exist in all traditions to exercise self-restraints. These self-restraints are of two kinds: self-related and other-related. Everyone should exercise both these self-restraints, particularly in speech. This ‘control of tongue’ is crucial for morally legitimate and principled coexistence. In the article, I try to explicate the meaning of these edicts and flesh out this argument by providing a vivid, quasi-phenomenological account of what public life in Asokan times was like. (shrink)

The literature on methodological individualism is characterized by a widely held view that if the doctrine were stated with sufficient care it would be seen to be trivially true. Professor Bhargava questions this view. He begins by carefully disentangling the various formulations of the doctrine, identifies its most plausible version, and finally locates the principal assumption underlying it, namely that beliefs are attitudes individuated entirely in terms of what lies within the individual mind. Bhargava argues that once this individualist assumption (...) is challenged it is possible to rehabilitate a non-individualist methodology which permits a contextual study of beliefs and actions, and even a study of social context relatively independent of the beliefs and actions of individuals. “The day the Enlightenment went out”, is how Gary Wills described the re-election of President George W. Bush in an op-ed column in the New York Times (November 4, 2004). Reflecting upon the conservative religious vote that put Bush back in the White House, Wills wondered if there was any connection between the fact that many more Americans believe in the Virgin Birth than in Darwin’s theory of evolution and that 75 percent of Bush supporters actually believed—without an iota of (...) credible evidence— that Iraq was directly responsible for the terrorist attack on 9/11. Wills asks if a people that have lost respect for evidence and critical reasoning can still be called an enlightened nation. “Belief that does not require proof or evidence” is how the Webster New World Dictionary defines the word “faith”. It also defines “faith” as “faith in God”. The American elections, then, turned out to be a massive faith-based initiative in both these senses of the word. Belief and policies backed not by evidence, but by religious values wedded to an aggressive nationalism are driving American politics. In this America is not alone. India, the subject matter of much of what follows, has had its own brush with faith-driven politics in which an aggressive Hindu nationalism came to color public policies, including science education.1 The question is: how do secular democracies like the United States and India (the world’s first and the world’s largest democracies, respectively), manage to square off their official commitment to enlightened values of openness and religion–state separation with the realities of faith-based politics? How do matters of fact—that is, questions that in principle can be decided by empirical evidence—end up getting decided on the basis of religious faith. This alchemy of turning secular matters of fact into religiouscivilizational matters holds the key to understanding the democratic-populist route to religious fundamentalism.. (shrink)

This Paper is divided into three sections. In the first section I provide a brief historical overview of Hindu-Muslim relations in India and of the condition of Indian Muslims today. I conclude by claiming that Indian Muslims are a marginalized minority who have been persistently underrepresented in political institutions, particularly in the Indian Parliament. This section is important for those who are less informed about these issues—and I assume that most readers fall in this category. In the second section, I (...) examine the case for political representation for Muslims. This was a much debated issue in pre-independent India. It was debated with subtlety and in considerable detail in the Constituent Assembly debates on the Indian constitution. However, with the partition of the country and the formation of the separate state of Pakistan, all debate on the political representation of Muslims ceased. I examine the merits and demerits of the case for the political representation of Indian Muslims. I also attempt a brief explanation of why this issue has virtually disappeared from the public arena in India. I conclude in the section that although political representation of Muslims qua Muslims is desirable, it is still unfeasible in the prevailing situation in India. In other words, I would support the recommendation to the Indian State that political rights not to be granted to any religious community. If political theory was to remain a handmaiden of state policy, then the matter ends right here. However, since I believe that political theory must think for the long run and design just institutions and policies for the future, and since, there is, I claim, no principled objection to the political representation of Muslims, in the third and final section I briefly outline which of the several electoral mechanisms are best suited to ensure fair political representation for Muslims in the future. In my view, the principle of fair political representation for Indian Muslims is best fulfilled by a complex mechanism consisting of preferential voting in multi-member constituencies with intra-party quotas in proportion to the overall population of Muslims in the country. [AP] Post-this, post-that, post-the-other, yet in the endNot past a thing. —Seamus Heaney, "On His Work in the English Tongue" Preamble Among the several Benjamins to be conjured from The Arcades Project is the (...) one who invites a speculative discourse on the idea of the postcolonial city. We can imagine him first conceding, and then qualifying, three propositions about himself: he mitigates the force of the first—that he was Eurocentric—with the counterproposition that the cities he wrote about were formative of a discourse that can be transposed to other cities whose patterns of urban development were shaped by forces analogous to those he studied in the period of their inception. He then concedes that his work on the city remains problematic in several ways related to an uncertain temperament and method, but urges the recognition that his method came to resemble his object of study; the fortuitous correspondence reinforces the self-reflexive relation between modern cities and the discourse they generate. His third concession—that his use of Marxian ideas mixes them with elements of bourgeois thought—is marginalized by the recognition that he always took his Marx with such a difference that to confine him within such a debate would be to take him in the wrong spirit. He then proceeds to reiterate in the specific instance of the postcolonial a more familiar general claim made by many contemporary readers of the metropolitan experience, that the set of approaches he uncovered continue to remain valid wherever the project of modernity is at work. They help us address "[t]he split image of modernity, modernity's promises for social and individual emancipation, as well as modernity's failures" [Paetzold 216a]. Modern Benjamin would begin by reminding us that his "modern" and "modernity" refer primarily to the industrial transformation of society by technology, as part of the Enlightenment project of progress through the application of reason to nature and society. He would [End Page 3] qualify his sense of the project of "modernity" through the image of "[t]he world dominated by its phantasmagorias" [AP 26]. He would then shrug off the cloak of the Eurocentric by turning, for illustration, to the many Asian manifestations of the postcolonial. Here, he would make the twofold claim that the postcolonial experience brings out the disillusionment latent in the myth of progress, just as the postmodern brings out the phantasmal that is incipient in the myth of an evenly distributed access to capital and goods in the era of globalization. He would argue that the cities of contemporary Asia are the sites for a partial and uneven overlap between the postmodern and the postcolonial. This overlap, he would say, invites us to treat the idea of the city in a generic mode, without discounting the fact that the diversity separating the metropolitan centers in Asia makes little sense of an Asian city except as banal literalism. He would note that colonialism did not affect all of Asia, nor did it follow quite the same course from colony to colony, though the term retains some usefulness in accounting for the general factors that link different cities in Asia to what happened after colonialism. He would treat the postcolonial and the postmodern as three-tiered phenomena: each is a historical phase of world history, a predicament affecting collectivities, and an attitude or state of mind. The aptness of the notion of the postcolonial city, he points out, increases in direct proportion to the degree to which a city has acquired a distinctive identity through colonial administration or commerce, and decreases in direct proportion to the degree of discontinuity between the colonial and postcolonial phases of its history.
